Grantee Monitoring Systems
Problem identification and response are responsibilities of state offices that contract services to nonprofit organizations. Meliora teams have worked closely with a number of state Community Services Block Grant (CSBG) offices to refine grantee monitoring practices so that their state monitors can identify problems, whether financial or governance related, before they reach crisis proportions.
Additionally, the American Recovery and Reinvestment Act (ARRA) includes strong language about accountability and transparency in the use of Stimulus funds. These changes demand that states thoroughly and effectively assess the overall health of ARRA funds recipients--financial, managerial, and organizational. Meliora has worked with many states to build their capacity to do that kind of thorough and truly useful assessment.
